The tax riot in Chapter 5 is a major event, and many DMs felt that proper foreshadowing should be done to make the players aware of the progression toward it. Some did so by creating tax notices that can be handed out as the SCAP progresses.

Keep in mind that the last two notices may have to be adapted depending on the then acting mayor. Somewhere during chapter 7 and 8 Vhalantru eats Navalant and assumes the position of mayor himself. The two notices contain the final hint towards Orbius identity with Vhalantru. The noble's first name (Sibour) is just an anagram of Orbius.
